S_ALR_87013557 vs S_ALR_87013558

Hi,

S_ALR_87013557 is tied to form 12KST1B  and S_ALR_87013558 is tied to 12KST1A. Both have budget fields and they are setup to pull version=0; Value type=41; Obj Indicator=P; and debit type =1.

However I see a finite budget value in S_ALR_87013557 and none in S_ALR_87013558. I tried regeneration of report group but it didn't change any output.
